ctx System-ComponentModel-ITypeDescriptorContext 用于类型转换的 ITypeDescriptorContext 对象。
ci System-Globalization-CultureInfo 转换期间使用的 CultureInfo 对象。
value System-Object 要转换的值。
type System-Type 转换类型。
返回值 System.Object 如果 value 参数是 MaxValue，则为 String“infinite”；否则为以秒表示 value 参数的 String。
