ctx System-ComponentModel-ITypeDescriptorContext 用于类型转换的 ITypeDescriptorContext 对象。
ci System-Globalization-CultureInfo 转换期间使用的 CultureInfo 对象。
value System-Object 要转换成的值。
type System-Type 要转换到的类型。
返回值 System.Object 如果 value 为 MaxValue，则为 String“infinite”；否则，String 表示 value 参数。
